Replace a packaging system

Request

Full replace of the system's active version: name and components (quantities, main component, recyclability, links). Owner company only. Every packaging specification that links the system sees the change. A system locked by a specification in signature is refused; it changes through a new version (LibraryPackagingSystems_NewVersion).
