Link packaging system

Request

Attaches an existing packaging system (created with LibraryPackagingSystems_Create, or in the Packaging application) as the specification's packaging-system chapter, replacing the currently linked one, if any. The system must be owned by your company, not a draft, and its active version. Once linked, the system is shared with the specification's owner company. Linking the system already linked changes nothing (204).
